Fixes GHSA-6fmv-xxpf-w3cw. The local `version.plexus-utils` property overrides the 4.x version the parent manages; 3.6.2 is the latest on the 3.6 line the plugin already uses. plexus-utils is on the plugin's runtime classpath, so this reaches the published artifact.
