slachiewicz opened a new pull request, #13765:
URL: https://github.com/apache/maven/pull/13765

`maven.compiler.release` is already set from `javaVersion` (17) by the
`jdk9+` profile of `org.apache:apache:40`, which is always active because the
build requires JDK 17. With `release` set, `source` and `target` are not passed
to javac, so the two properties have no effect; the commented-out pair in
`its/pom.xml` goes as well.

   Verified: `help:effective-pom` → only `maven.compiler.source`/`target`
disappear; `maven.compiler.release` stays 17 in all 39 modules

   Part of #13757
