The six test plugin and extension projects used `maven-plugin-api` and `maven-core` 3.6.x and plugin annotations 3.5/3.6.0; they now use 3.9.9 and 3.15.1. Each builds on its own with Maven 3.9.16; the mvnd integration tests that load them need the daemon distribution and run in CI. `extension-with-api` checks which artifacts the extension exports, so it is the one to watch.
