Moves the maven-core offline mode and plugin execution isolation notes, both Maven 2 designs, into the Maven 2 archive. Adds redirects for the pages their components are removing: the two notes and the unlinked `inheritance` stub on `/ref/current` and the 3 and 4 LATEST paths, the site plugin's sourceforge.net deployment page, and the scm-publish plugin's svn import script. The core redirects sit before the `/ref/current` rule, which would otherwise match first. Verified: httpd 2.4.69 with the built `.htaccess` → `/ref/current/maven-core/offline-mode.html` 301 to the archive, `/ref/current/maven-core/index.html` still 301 to `/ref/3.10.0/`. -- This is an automated message from the Apache Git Service.
