Moves the SCM URL format, the list of supported SCMs and the per-provider URL syntax from the Maven SCM site into the POM reference. The model XSDs link to `/scm/scm-url-format.html` and `/scm/scms-overview.html`, so both are redirected, together with `/scm/local.html`.
