### Bug description
My steps:
- Take any reproducible maven project (I used a hello world level app) and
do `mvn clean install`
- Then do: `mvn
org.apache.maven.plugins:maven-artifact-plugin:3.7.0:compare` --> This works as
expected and shows it compares as "the same".
- Now add a mirror for the maven central repo to `~/.m2/settings.xml`
Something like this works:
```
<mirrors>
<mirror>
<id>mirror-central</id>
<name>Mirror Maven Central</name>
<url>https://repo1.maven.org/maven2/</url>
<mirrorOf>central</mirrorOf>
</mirror>
</mirrors>
```
- Verify: `mvn clean install` still works.
- Then check reproducibility again: `mvn
org.apache.maven.plugins:maven-artifact-plugin:3.7.0:compare`
> [ERROR] Failed to execute goal
org.apache.maven.plugins:maven-artifact-plugin:3.7.0:compare (default-cli) on
project my-app: Could not find repository with id = central -> [Help 1]
Apparently the plugin can no longer find the central repo ... which it
shouldn't need for this anyway because it was installed locally.
