`getRelativePath(to, from)` treats `from` as a directory: from `.../index.html` to `.../download.html` it returns `../download.html`, as #395 reports. This documents that behaviour in `SiteTool` instead of changing it. Every caller (`DefaultSiteTool` for parent and module links, maven-site-plugin's `AbstractDeployMojo`) passes a site or distribution URL, which names a directory and usually has no trailing slash, so reading `from` as a file would change their results.
