Replaces the `TODO: explain report sets` placeholder in the site guide with the rule for which report sets run in which module (apache/maven-site-plugin#820, MSITE-726), with a jxr example, and links it from the plugin configuration and multi-module site guides. The Configuring Reports page of the Site Plugin links here (apache/maven-site-plugin#1348). Verified: a reactor with jxr report sets `default`, `aggregate` (`inherited=false`) and `tests`, built with `mvn site` (Site Plugin 3.22.0) → the parent generates only `aggregate`, a `jar` child `jxr` and `test-jxr`, a `pom` child nothing. -- This is an automated message from the Apache Git Service.
