Backport of #13835 to `maven-4.0.x`: the same four commits, follow-up to #13265. See #13835 for the description. Verified on this branch: `ApiRunnerSettingsTest` (17), `OriginBoundAuthenticationSelectorTest` (7) and `DefaultRepositorySystemSessionFactoryTest` (16) pass; spotless passes.
