Moves 23 ITs that only check how deploy and deploy-file parameters shape what gets deployed (skip modes, classifiers, attached artifacts, generated POMs, alternative repositories, GAV validation) into `DeployMojoTest` and `DeployFileMojoTest`, keeping each IT's assertions; six more ITs are removed because existing unit tests already assert the same thing. Two gaps the existing tests had are covered by new tests: skipping without `distributionManagement`, and the alternative repository without `distributionManagement`. Each new test fails when the production line it guards is broken. MDEPLOY-213 stays an IT: it depends on the lifecycle `deploy` run. Part of apache/maven#13822.
