Fixes #1262. The `plugin-info-jdk` exclude in maven-plugin-plugin's POM matched nothing, because that IT lives in maven-plugin-report-plugin, where it has always run and passes; the dead exclude is removed and the IT kept. mplugin-299 gets a verify script that reads `help.log`. The three mplugin-305 ITs become one project with three profiles, and the two help-basic ITs one reactor; every assertion is kept.
