Fixes #13809.
When a reactor module reads its parent POM, repositories from that POM's
active profiles are unavailable while resolving its own parent. This causes
reactor builds to fail even though the root-only build succeeds.
Use a profile-injected model for parent resolution, keeping the raw model
for final inheritance and profile injection. Existing activation restrictions
and repository merging remain unchanged.
Regression tests cover explicit and property activation, nonrecursive
builds, inactive profiles, repository URL interpolation, parent cache reuse and
external-model activation restrictions.
### Validation
- Reproduced with a fresh cache: Maven 3.9.16 succeeds; unchanged Maven
4.2.0-SNAPSHOT fails; the fix succeeds.
- Unit suite: 3,845 cases, no failures or errors, 16 skipped.
- Core IT suite: 1,098 cases, no assertion failures, three missing-artifact
errors, 42 skipped. After installing the built test artifacts locally, all 12
affected and adjacent cases passed on rerun.
- Changed-file Spotless checks and `git diff --check` pass.
