Moves 12 ITs that only check how report and check options shape the result (benchmark output, rulesets target directory, output encoding, `format=html` still writing XML, CPD skip and C# support, deprecated-rule logging, duplicated or excluded violations, the JavaScript check) into `PmdReportTest`, `CpdReportTest` and `PmdViolationCheckMojoOnLinuxTest`, and removes three more whose behaviour existing tests cover, adding the assertions they lacked. `pmd-cs` is added in test scope for the C# CPD test. Each new test fails when the production line it guards is broken. The skip tests set the parameter directly, so the `pmd.skip`/`cpd.skip` property names are no longer exercised.
