Moves the last two user guides from the Maven Site Plugin site to the site guides, finishing apache/maven-doxia-sitetools#651 (the other three pages moved in October): - "Configuring the Site Descriptor" becomes `guides/mini/guide-site-descriptor.html`, unchanged, so its section anchors stay the same. It replaces the TODO in `guide-site.md`, and the links in the skins page and the plugin documentation guide point to it. - "Inheritance of the Site Distribution Management" becomes a section of `guide-multimodule-site.md`, with a paragraph on `child.site.url.inherit.append.path` and `topSiteURL` (apache/maven-site-plugin#1351, released in 3.23.0). - `.htaccess` redirects both old plugin URLs permanently, the same way as the October moves.
