jakarta.annotation-api 1.3.5 is the last release with the `javax.annotation` packages, which `maven-core` exports to plugins and extensions on master, 4.0.x, 3.10.x and 3.9.x. 2.0 renames them to `jakarta.annotation`, so a bump would break plugins that use `@PostConstruct` or `@Priority` from `javax`.
