URL: https://github.com/apache/maven-mvnd/pull/1914

mvnd 2.x needs Java 17 for the daemon, and the four 32-bit targets
`mvndnative` was still built for have few or no Java 17 builds. This removes
Windows x86, Linux x86, Linux arm (`softfp`) and FreeBSD x86: their prebuilt
libraries, their `native-all` entries and rules in `native/Makefile`, and their
entries in `native/Makefile.common`. The README platform table now shows no JNI
library for them. Linux armv6/armv7 (hard-float), ppc64le and FreeBSD x86_64
stay, and `mvnd-1.x` keeps all targets.

Verified: `make -n native-all` resolves the nine remaining targets; the
`mvnd-native` jar contains those nine libraries.

   Fixes #1823
