Prepares `maven-plugin-testing-3.x` to become `master`, as done for the nine repositories in apache/maven-sources#57 ([runbook](https://cwiki.apache.org/confluence/x/85fwGg), [dev@ thread](https://lists.apache.org/thread/zg052t20fww3ghzhc9mqyh969c1661z5)). The current `master` only holds a README pointing to Maven core, so it is not kept: no `-4.x` branch is created. Do not merge until INFRA is ready to swap the branches: ASF and GitHub read these files from the default branch only. - `.asf.yaml`: identical to the current `master`'s, except that only `master` stays protected. This drops the `-3.x`-only `autolink_jira` and `jira_options`, since issues are on GitHub now. - `.github`: adds the issue forms, the PR template and `pr-check.yml` (a `workflow_run` workflow, which only runs from the default branch). It aligns `pr-automation.yml` to `master`'s and points the release-drafter workflow at `master`. `dependabot.yml` takes the configuration that is live today on `master`, without the `target-branch` entries. - `README.md`: the Jenkins badges point at `job/master`. - `context7.json`: moved over, without the `branch` override. -- This is an automated message from the Apache Git Service.
