maven should not use beta plugins by default

i just wasted a lot of time trying to figure out why i was getting duplicate
files in my jar. since i originally thought it was a netbeans issue, i wasted
a lot of their time as well. to make a long story short, it was a problem with
the version of the maven assembly plugin that was being used to create the jar
(2.2-beta-2).
the question is, why on earth does maven download and use beta plugins by
default? most users simply want reliability, and don't want to be guinea pigs
for the latest, greatest version.
