This patch implements the following behavior for JDK version matching:

* current version matching behavior ({{JDK_VERSION.startsWith( jdk )}}, 
negation through "!")
* *version ranges* (by using {{VersionRange}}, upgrade number becomes build 
number)
* negation operator "!" works for version ranges as well
