Brett,
   After debugging for a while, the problem with this bug seems to stem from 
the use of the maven ant install task.
It seems that this task will also install the jars into your local repo as well 
as update the associated meta files. It will not, however, update the -SNAPSHOT 
jar if one exists.
   Of course this still points out a breakage in the -SNAPSHOT mechanism that 
you pointed out (as well as the obvious break of the maven ant task :)) but at 
least it's now clear how this situation occurs.
