The local scm provider is missing implementations (even no-op ones) for the tag
and status operations. Missing these prevents using the local scm provider
with the release:prepare plugin goal. I spoke with Trygve Laugstøl on IRC
about adding these two methods, and he thought it would be an acceptable change.
