<repositories> didn't work as expected

                 Key: MNG-4158
                 URL: http://jira.codehaus.org/browse/MNG-4158
             Project: Maven 2
          Issue Type: Bug
          Components: Artifacts and Repositories
    Affects Versions: 2.0.9
            Reporter: Raghunathan Semburakkiannan

I've created virtual repository in pom.xml something like this:

        <repositories>
                <repository>
                        <id>central</id>
                        <name>marl-dev-vm-weos-1-releases</name>

<url>http://marl-dev-vm-weos-1:8080/artifactory/repo</url>
                </repository>
        </repositories>

When I do mvn clean install, it still goes to remote repository to bring the
pom file. Pl. look at the console message. Any pointers in this regard
appreciated.
