As a user of surefire, I want to be able to specify different system properties
for different tests, so that I don't have to make extra projects just to
organize these tests. For example, if I need to run a particular test with
-Dfile.encoding set to a non-default value, I currently appear to need to
create an entire maven project to contain this.
