In some environments it's needed to have two (or may be more) issue tracking
systems for example one internal (development) and one for the customer. The
basic informations for this kind of support already exists:
issueLinkTemplatePerSystem and the system attribute in the changes.xml file.
The problem seemed to me if i provide no entry issueManagement in the POM no
links will be produced...
