The legacy plugin manager has been restored in
[r805962|http://svn.apache.org/viewvc?view=rev&revision=805962] and
[r806153|http://svn.apache.org/viewvc?view=rev&revision=806153]. The new plugin
manager now resides in {{DefaultBuildPluginManager}}.
