Add support for branching in the Maven Starteam SCM provider

As stated in the Maven SCM Providers Matrix
(http://maven.apache.org/scm/matrix.html), Maven Starteam SCM provider doesn't
support branching.
The fact is that stcmd.exe (the Starteam command used by the SCM provider)
supports branching. So, apparently is just a matter of extending the SCM
provider command wrapper to include the branch options.
I've not found any requests related to this neither in the issue tracker nor in
the road map. That's not good, because the lack of branching is preventing my
company to fully adopt maven, so I appreciated to see that feature implement
in a future maven release.
