Response from Jerry Huxtable, developer of the library :
I no longer support the old version of the filter library and there's no real
source repository - (I encourage you to migrate to the newer version). The
second version which is written to the BufferedImage API has an official
repository at https://pixels.dev.java.net, and has a Maven build file. I can
confirm that the license for both versions is Apache 2.0. My intention was to
put them into the public domain and so I just put the source on my Web site,
but people pointed out that public domain is a woolly concept and asked me to
provide a license and I chose what seemed to be one which gave the most
freedoms.
