MPDF-24 introduced support for velocity files in pdf-plugin-1.1 and if I
remember correctly this was working at one time. Unfortunately, it seems broken
in the released final 1.1, see the pdf of the plugin itself:

Note the items in the TOC: 'Usage' and 'Configuring Reports' for which no
content is generated.
