No they shouldn't. I understood what you meant.
There should be no practice of inter-team snapshots and this would only
encourage that. Within a team, or intra-team, you are going to have snapshots
and you will most certainly have these checked out into your workspace so you
don't need the source jars. The second you are about to share these with
someone else you have to have some reliably reproducible build that has
undergone some form of release.
