The mere POM is not enough to actually run a build or reproduce your issue.
Regardless, I highly doubt that this works with any Maven version:

Surefire doesn't compile tests, so the Compiler Plugin would need to compile
the classes to {{target/it-classes}} for Surefire to have a chance and find any
files in this directory. However, the required configuration for the Compiler
Plugin is not present in the POM you provided.
