Relax validation of repository ids and only warn upon conflict with "local"

It turned that the validation error that was put in for MNG-4418 affects too
many projects. So we're going to relax this to a warning and leave the error
(or maybe even a smarter solution that avoid any metadata clashing) to a future
release, thereby smoothing the upgrade path.
