Even using [1.0.0,2.0.0-SNAPSHOT] to include the 2.0.0-SNAPSHOT doesn't work -
which is good as you'd NOT want 2.0.0-SNAPSHOT ( assuming you're changing major
version numbers for breaking changes to an API ).
If it did, things would be even worse as you're saying "I'm going to allow this
major API change to bleed into project, but only if its not released" - one may
as well not use ranges in that case.
