I think this issue should stay open... it is not a duplicate of MJAR-20
Issue 20 is an Improvement to not create empty jars, even if packaging is
jar... This Issue describes, that <goal>test-jar</goal> creates a test-jar for
pom's that are <packaging>pom</packaging> and this is IMO a bug...
