I tried your sample project and can confirm that it doesn't work. Since I have
this working on my own project I compared the two to try to find how they are
different. My main project has the WAR Plugin configured in <build><plugins>
instead of <build><pluginManagement><plugins>, and that seems to make your
project work as well.
Why this makes a difference is not something I can answer.
