The reason is that the site descriptor gets interpolated by site:attach, see
MSITE-61. If you specify relativePath, the original site.xml is loaded
un-interpolated, so no problem.
However, I don't understand the logic behind MSITE-61, why would you need the
parent's parent/modules in the child? IMO the site descriptor should get
attached as is without interpolation.
