Make copyright notice configurable in default template

The default site template, and the template of the default skins, assume that
the organization name is the copyright owner. I work in a research lab at a
university, and want to list the lab as the organization (since we are the
contact point), but the copyright owner needs to be listed as the university
board of regents. Doxia provides means of tweaking several elements of the
site layout, but not the copyright notice. I've also been unable to
successfully build a custom skin to accomplish this, but it seems that this
customization would be better done at the default template layer rather than
requiring a skin.
I see two potential places to configure this: either site.xml, or through an
additional 'project.owner' property. Either one would meet my needs just fine.
