Because of a lot of noise. A lot of issues in NEXUS jira are simply too old to
be valid, also lot of those changed, once when Nexus Indexer was removed from
Nexus, and once when Nexus Indexer was donated to ASF.
IMO, I like better to have "clean slate", being able to reboot cleanly. Anyway,
Nexus JIRA is publicly accessible, so anyone can "lift" any issue one want. The
burden to handle multiple (maybe hundreds) of issues in one pass (detect are
they valid at all, etc.) would be just "too much".
