dependency-reduced-pom is generated from the model for the original project.
Comments are not retained within the model. They aren't available to be
written. I don't think it's possible to implement this.
In terms of addressing the specific use case (needing to add a license header),
support for adding a header comment could be easily enough added if is good
enough.
