Implement Subversion (SVN) commands through SVNKit

At the moment it is necessary to install a SVN command line client in order to
use the maven-scm-plugin for Subversion repositories. But there is a pure Java
implementation for SVN access, SVNKit (http://svnkit.com/), which makes an
external tool obsolete.
Please provide an alternative implementation of the SCM provider for Subversion
using SVNKit.
