Using proxy in settings.xml, I was able to download maven dependencies in 
3.0.3, but this seems to be broken with 3.0.4:

Proxy definition in settings.xml (hidden ip adress below, but correct proxy ip 
on my system):

      <active>true</active>
      <protocol>http</protocol>

      <password></password>
