I'd like an option on RequireReleaseDep to ignore modules currently in the
reactor, so it can be run on snapshot builds of multi module builds, but only
fail if "external" dependencies are snapshots, not module dependencies of the
same build
(not sure on the lingo)
I made a patch that works for me, but probably using some maven apis wrong
