I left what our's current is but you can change the format by using the 
maven.build.timestamp.format property if you want to make it compliant. It is 
not consistent even at Eclipse so as long as the TZ used is UTC and the format 
is configurable anyone should be able to make it do what they like.

That said our SNAPSHOT format is decoupled from maven.build.timestamp so I 
don't see any harm in making it ISO compliant.
