Andreas/Curtis want the ability to detect offline situation to automatically
configure the tsa attribute in maven-jarsigner-plugin <configuration>..
detecting offline environment can be achieved with requiresOnline from
maven-plugin-tools-annotations:

Requesting the requiresOnline attribute and methods which implement
