Description:
This is to ease the deploy of the network isolator (no need to drain the slave
to deploy network isolator).
Continue running containers that were started without network isolation when
slave is restarted with network isolation enabled. Containers should keep
running after recovery. The network isolator should return an empty
ResourceStatistics on usage() call and update() and cleanup() calls should
succeed but not perform any action.
New containers should be started with network isolation.
