This doesn't actually fix the underlying issue. It's entirely possible that 
some device is setting IP options and then the classifiers won't be applied (if 
I'm reading this correctly). We should (must) handle IP options if we are going 
to handle IP datagram packets.

What is the plan for allowing for IP options? Can we check the header length 
before looking up the offset for the src/dest port?
