Incorporated [~benjaminhindman] review feedback into the new DockerInfo and
ContainerInfo as well:
- Removed Network and Docker_config fields: Since we're only providing one
option for network, we're removing it until we can support more. Also
Docker_config path can also be included as the CommandInfo URIs, so we will
explicily document that instead of having a new proto field.
- Reuse the same union proto message style from scheduler.proto instead of
using Protobuf's extensions.
