Description:
This appears to break down into two issues;
[launch|https://issues.apache.org/jira/browse/MESOS-1927]: Given that
frameworks can launch a local cluster implicitly (for testing purposes), we
need to enable local/launch.cpp to load modules.
[mesos-local|https://issues.apache.org/jira/browse/MESOS-1928]: Enable loadable
modules within the executable via changes in local/main.cpp.
