We have a minimal requirement for libnl and kernel version when enabling
network monitoring for mesos containerizer. See
https://github.com/apache/mesos/blob/master/docs/network-monitoring.md for
details.
We already have dynamic checks in the code. It would be great if we can also do
those checks in ./configure so that users will be alerted at the earliest
possible time.
