[Slave whitelisting|https://issues.apache.org/jira/browse/MESOS-208] in master
is a temporary solution (as pointed out by [~vinodkone] in
[MESOS-1486|https://issues.apache.org/jira/browse/MESOS-1486]) created to
facilitate cluster upgrading. With
[ACLs|https://mesos.apache.org/documentation/latest/authorization/] implemented
we can use them for slave authorization and deprecate whitelisting.
Right now ACLs are loaded once during master start. We should make them dynamic
before transition.
