We should be more permissive allowing framework to use both:
"cpus:1;mem:1024;disk:0" or "cpus:1;mem:1024"
both of which mean that no "disk" resource is used.

Another reason we want to do this is because it's no currently consistent in
the ResourceUsageChecker: We do now allow "disk:0" for tasks, but we allow
that for executors.
